No; but I've heard it from Irish speakers. It also turns up in Anglo-Irish literary texts (e.g. Synge's Playboy of the Western World).

I've seen an example in a C19 American court transcript. But the speaker may have been Irish(-American). I haven't come across the structure elsewhere.
