Sentence:Democracy and good governance are contradiction in terms.

Query: What does this mean. Are they saying that their literal meaning varies ? or it is so in practise?

A "contradiction in terms" is something like an oxymoron. The person who wrote that thinks that "democracy" and "good governance" are mutually exclusive. You can't have them both at the same time.
