Is it true that the English/British National Curriculum still stands as a public (in the sense of goverment) statement of the national view of the English language?

I would think that a lot of the public would not even know the NC let alone consider it their view.

Do you mean general public? or national view as in the official stance?

I do not understand your question either. Public can mean the people on the street or reflection of the public authorities.
