Both prepositions are right, but the meanings are different.

1. Jenny, you have responsibility for clearing up the room after the class
2. The company says it cannot cut its prices any more because it has a responsibility to its shareholders

+ "responsible" going with "for" when the subject has control or authority over the object .
+ and vice versa .. "responsible" going with "to" when the subject has control - authority beneath that one , right ?!
