Why the first statement hasn’t use Does ,but the other use it.

Please describe the difference and how to use does.

Your sentence should read How does a DHCP server dynamically assign IP addresses to hosts?

We use the help word "does" to make questions in the simple present tense. For more information on does/do, please click here.

By the way, you probably mean "WLAN" (Wireless Local Area Network)?

VLAN is abbreviation of Virtual Local Area Network.

it isn't use do/does to make question in the simple present tense.

Because "which two statements" is the subject of the verb "describe". (These two statement describe the .....)
You can say:
Which two statements do you prefer.
Here, "which two statements" is not a subject, but an object. (You prefer these 2 statements)

More examples:

Which gnat bit you ?
Which gnat did you kill ?

Which car broke down?
Which car did you fix ?
