Hi, please have a look at this paragraph:

Roosevelt was elected to the presidency during the Great Depression of the 1930s, at a time when more than 5000 banks had failed and thousands of people were out of work. Roosevelt took action. First he declared a bank holiday that closed all the banks so that no more could fail; then he reopened the banks little by little with government support.

=> I have two queries:
1. The first bold phrase is an example of "a time when" => So, the usage is OK, not redundant, right? Razz
2. The phrase "took action" is used to illustrate the idea that Roosevelt:
a. Performed admirably
b. Responded immediately
c. Exerted himself physically
d. Got assistance

=> I think both a and b sound all right...

I would say he repsonded immediately. It's possible that immediate action is not admirable.

For example, when the new CEO took charge, she took immediate action to address funding shortfalls by firing half the staff. What a mistake that proved to be!
