Is your '-8' a superscript? If so, then I would read it as 'two times ten to the minus/negative eighth (power)'.

In this case, power is another way of saying 'degree' or 'exponent', all mathematical terms. It means multiply that number times itself as many times as the power number indicates.

For example, 2 to the 3rd power=2x2x2=8. You could also say 2 to the 3rd degree, or 2 to the 3rd exponent. However, it's more common to say power, as degree has other mathematical meanings as well.

For negative exponents(powers) it means you divide by the reciprocal, (divide the number 1 by the positive power)

In your example, 2-10^- 8 =2-(1/10^8) = 2-(1/10x10x10x10x10x10x10x10)=2-(1/100,000,000)=2-(0.00000001)=1.99999999
