I'd like you to focus on the underlined part in (1).

(1) And making sure that teachers are people that the students respect and like could ensure that any health-related messages they offer won't be dismissed, she added.
(Reuters)

I think (2) and (3) work as a paraphrase of the part in question.

(2) whatever health-related messages they offer won't be dismissed
(3) they won't be dismissed, whatever health-related messages they offer

(3) doesn't work, because it would mean the students themselves would not be dismissed, rather than their messages.
