Since "regardless" may mean "in spite of everything (WordNet)," it is understandable that (1) is a possible paraphrase of (2), in both of which, the comparison is made not per year but age group.

(1) Men are more likely than women to die from heart disease at every age.
(2) Men are more likely than women to die from heart disease regardless of age.

My question is,
Do you think we can substitute "any" for "every" in (1)?

In (1) you MUST substitute "any" for "every". "Every" sounds awkward in that sentence. I won't say it's impossible, but it would be highly unusual.
