I was really confused about these sentences, although I knew both are acceptable kindly advice me which is comes first?

which is correct? and how would I translate to Passive form?

Both of your sentences are correct, but the meanings are different.
Why don't you try to make the passive sentences yourself first?

1. The waiter takes the order to the customer.
Begin the passive sentence this way:
- The order ...

I would suggest rewording the active version of your first sentence:
2. The waiter takes the customer's order.
Begin the passive sentence this way:
- The customer's order ...
.
