Here in this sentence we use the Present Continuous because you are doing it now/at this moment. You use the Present Simple for something that is repeated as in: I look at that picture every day as I go to work.

Could you please explain the usage of "that" and "which" in the following sentences??

What is the name of that picture which you are looking at on the wall.
Are you going to see that film that is on at the cinema next week?

The word 'that' has several functions and in the two sentences you have quoted the first 'that' in both cases is a demonstrative adjective in contrast to 'this' - 'that' indicates 'there' and 'this' indicates 'here'. The difference between the two relative pronouns 'that' and 'which' after the nouns 'picture' and 'film' isn't significant in terms of meaning. I would not use two 'thats' in the same sentence (sentence number 2). The other point is that you can omit 'that' when used as a relative pronoun when it refers back to a noun object as in:

The film (that) I am going to see is only shown on Tuesday. I hope the notes I mentioned at the beginning and the following story (2) and (3) may provide other information for you.
