Here in this sentence we use the Present Continuous because you are doing it now/at this moment. You use the Present Simple for something that is repeated as in: I look at that picture every day as I go to work.

Could you please explain the usage of "that" and "which" in the following sentences??

You might care to read some notes I've written for the site on relative pronouns:

The word 'that' has several functions and in the two sentences you have quoted the first 'that' in both cases is a demonstrative adjective in contrast to 'this' - 'that' indicates 'there' and 'this' indicates 'here'. The difference between the two relative pronouns 'that' and 'which' after the nouns 'picture' and 'film' isn't significant in terms of meaning. I would not use two 'thats' in the same sentence (sentence number 2). The other point is that you can omit 'that' when used as a relative pronoun when it refers back to a noun object as in:

The film (that) I am going to see is only shown on Tuesday. I hope the notes I mentioned at the beginning and the following story (2) and (3) may provide other information for you.

Now I'm lookiing at the rain which is falling over the city. I have look at this girl while she was passing to me. I would trying to find out the solution for my next test. Sometimes I go to the pizzeria next my house. I 'm going to see that film which is seem amazing . Could you look at through the window Now?
We have to go now is looking that will rain today. I hope have more look in my final toefl test.

I think I confused.I understand the question word "which",but I do not understand quite well the difference between the relative pronouns "which " and "that".
