Can any one please explain difference between -
Assume that - JAMES - modified the file.
1. "The content of the file is modified"
2. "The content of the file has been modified"
In 1 and 2, I am not giving the name of the person who has modified the content of the file. And also I am not giving the time - date etc.

Which sentence should be used and when (is done and has been done)?
Are they both same in the meaning?

1. "The content of the file is modified" -> The content of the file is in a modified state.
2. "The content of the file has been modified" -> Modification on the content of the file has been completed.

In our status reports to our clinet(We are India they are in the USA), which type of sentences are meaningful.
The scenario is - We have to give status in the evening. Based on that they will give us a new task.

If I needed to give the status of how the things are, e.g. weither it is modified or not (it is not necessary that I modified anything), I would use "it is modified"
If I needed to report on what I've done, I would use "it has been modified".
