Also, I think "Where to" is commonly used, especially by the cab drivers.
Remember the scene in the car from the movie Titanic?
Jack: Where to, Miss? Rose: To stars.

Hi,
Where are you going to? is more specific - in other words 'which place'?
Where are you going? is more general.
A: Where are you going for your holiday? B: Italy.
A: Where are you going to? B: A small island in Lago Maggiore.
