hello everyone,
here is a sectence about aeronautics.
To satisty the uniformity and consistency in the provision of aeronautical information that is required for the oprational use by computer-based navigation systems, States shall, as far as practicable, avoid Standards and procedures other than those establised for international use.

the points here operational use means machenical use?;States shall= country will?; as far as practicable= considering the practice?;what are the 'standards and procedures' here?; other than = remove, except for?
