I assume that the GRE score you mentioned is a combination of both the verbal and quantitative scores. Both your GRE total score and your TOEFL score are on the low side. Those scores will not help you get into a top university in the US. However, if the rest of your application reflects outstanding achievement, that can often help to offset poor test scores.
In addition, $25,000 - $30,000 will not be enough for most top universities, so you would need to try to get additional financial assistance. For example, the tuition for one year at MIT is around $35,000. In addition to that, you will also need to pay for housing, food and other incidentals. That can easily add up to $50,000. Various forms of financial assistance are generally available at US universities. Your scholastic record and test scores will have an impact on how much financial assistance you might be offered.
