why people say "If you happen to come to USA, please do look me up"

is "If you happen to come to USA" the same as "If you come to USA"?
is the phrase "happen to" actually has no meaning in the sentence?

Hi runs1215

Adding 'happen to' to the sentence basically tells you that the speaker knows that you currently have no concrete plans to visit the USA and also that a possible visit is not currently being considered.

Isn't the same conclusion possible with "if you come to the USA..."?

The addition of 'happen' suggests 'by chance'.

And how about "if you do happen to..." And "if by happen chance..."? Or "if you chance to..."?
