I think you meant, "My question is whether or not I have to complete this job"
A more natural way of putting it would be, "My question is whether I have to complete this job or not"
And a little digression... I know that people in India (I am an Indian myself) use doubt in the sense of question.
Usages like I have a doubt instead of I have a question are more common.
Doubt should be used when you are not sure of something or when you are not totally certain about the truth. It has a sense of suspicion about it.
The word question should be used if you simply want to ask something you don't know.
To explain it in your native language which I suppose is Telugu,
I have a doubt = Naaku anumaananga undi I have a question = Naako vishayam artham kaaledhu
