Sell by has to be seen as one phrase. Sometimes it is hyphenated
...reached his sell-by date.

A sell-by date usually refers to food and similar produce, which will perish after a certain time.
The sell-by date is the date by which the food needs to be sold.
The use0by date then indicates the date by which the food ought to be consumed.

In applying it to a person, Torsten is indicating that the person has not reached anywhere near the end of that person's usefulness.
