Municipal obligation of traffic safety? (kommunale Verkehrssicherungspflicht)

Hi, I'm looking for a good English equivalent of the German term "kommunalen Verkehrssicherungspflicht". It means that any community has the obligation to make sure that the traffic in their town, city or district is safe. How does "municipal obligation of traffic safety" sound? Maybe there is a better term for this?

Municipal is the formal adjective for 'city', so may not be general enough for your purposes.
