Hi Penny

Just as you would say "every dog", "every room", and "everybody", you also need the singular noun (as well as the singular form of the verb) in your example:

- Does every English person have ... ?

The word "all" can be combined with "people", and would thus need the plural form of the verb:

- Do all English people have ... ?
.
