I'm not quite as convinced. "Follow-up costs" doesn't sound natural to me unless it is used in reference to the costs involved in performing a follow-up.

What about "subsequent costs"?

As always, you need context to be precise.

follow up costs = subsequent costs that result from and are intended to supplement an initial service
subsequent costs = costs that can occur after an investment development has started (no intention necessary)
