hello everyone,
here is the sentence and can I understand the implement as 'carry out?' :D

the role and importance of aeronautical information/data changed significantly with the implementation of area navigation, required navigation performance and airborne computer-based navigation system.

Yes you can. It means "carrying out" or "putting into practice".

I mean under what kind of situation I can use carry out or implement?
Do they just sound different but have the same meaning?

In this case, implementation is closer in meaning to "putting into practice". The quoted writing, in my opinion, is a bit verbose. What it is trying to say is something like this: "Now that area navigation...has been put into practice (or carried out), aeronautical information/data plays a much more important role."
