Hello,
here is the sentence:
To satisfy the uniformity and cosistency in the provision of aeronautical information that is required for the operational use by computer-based navigation systens, States shall, as far as practicable, avoid Standards and procedures other than those established for international use.

I can totally understand part of it until 'States shall', but from 'as far as practicable,' to the end I do not make sense what the standards and procedures refer and what dose States exactly should do?

Hi ligichao.

The second part of the sentence means that as long as it can be done or possible, the States will avoid any new methods and procedures and will stick with those that are approved for international use.

Or something like that :)

"Other than" in the sentence above is used to say that the States will try to use only the methods and procedures that are approved internationally.

"Different from" is usually used when describing characteristics or qualities. In this case, I think "other than," "aside from," and "except" are the best choices ;)
