I would like to apologise with my friend for not being able to see him when I was in a trip in his city because of rush hour. How can I make a good statement to apolise ? Even having a great interest to see you, I could not see you. Is this statement right ?

I suggest: Although I was very interested to see/meet you, I wasn't able to because of the rush hour.
