I heard this on the TV series Back to you.

Why do we use did instead of does in the sentence?

'It's time' is a specific construction which often contains the hypothetical. Some others are in your place, if only, suppose that.

I think it's also because it is a suggestion. It's similar to "It's time we left". The use of the "remote" form "left" (and "did" in your example) is used to help create the social distance suggestions often need.

This was my first guess, thanks Alex. But I think MM has nailed it. Great suggestion too, from Molly; certainly something to compare or relate to.

I guess I get the general idea. I am assuming that "does" works too here.
