I asked my co-workers, who is in another Software Project.
"Has your Project expanded? -" My intention was, was their project became big in terms of resources/software engineers.
OR
"Is your Project expanded? -" - is this correct.
I know that, "Has your Project been expanded? " - Means this is a passive voice.
Among all of the three, which one would you suggest.

It's common to refer to a change of scope.
"Has your project had a change of scope?"
