Beautragter der obersten Leitung in English? (BOL)

There is this very specific German term -- Beautragter der obersten Leitung (BOL). It describes an employee that has been selected by the top level management to carry out a particular function within the company such as quality control, environment protection, etc. Is there such a term in English? All I have been able to find so far is "Management representative" which is rather vague. But then again, 'Beautragter der obersten Leitung' isn't specific and clear either....
