Calculation basis (Berrechnungsgrundlage)?

I somehow have the impression that the phrase "calculation basis" is a rather direct translation of the German "Berrechnungsgrundlage". How do you express the same idea in English? Is it "calculation base" or simply formula. Or maybe just 'basis'? So far, I've only found how are CEU's calculated?

Here's another suggestion:
CEU's are calculated on a 60 minute basis. I think this sounds good, doesn't it :-)?

Here is the German original sentence:
Die Berechnungsgrundlage der CEU’s beruht auf 60 Minuten.

So the sentence would read "CEU's are calculated on the basis of 60 minutes". Yes, that sounds very good.
