What's the difference in meaning between fellow students and classmates?

Generally, classmates are students who are at least in the same grade/level/year, and probably in most of the same actual classes with you.

Fellow students are just other people studying, but not necessarily in the same class(es) as you.

By using the term 'fellow', I'd expect them to probably be in the same school as you, but not necessarily.

For example, if you were speaking at some sort of national convention of students, you might address the crowd as 'fellow students', as long as you too, were a student.
