Hello everyone

I'd like to ask about the meaning of "recycle" and why the author put this word in quotes in his text:

When a series of photographs is taken in close succession with
the same camera, under the same atmospheric conditions, orb phenomena
are often not found in all of the pictures in the series. This
happens in pictures taken at intervals of about ten seconds apart, the
time needed for the camera to “recycle”: Orbs appear in the first picture,
none or very few are in the second picture, and a large number
of orbs appear again in the third picture.

Does "recycle" mean "to be prepared to be used again"?
