I don't understand this sentence.
I thought of the following situation:

A contract needs to be signed but I was advised not to sign it, because I'd lose money.
( something I could get cheaper elsewhere )

I've always come across: "to be about to do sth"
I'm about to hit the "send button",

but here,

the "to" is omitted (he's about make a fool of you)

OK, i misread a part of the sentence.
the sentence is he is about to make a monkey (not money)
sorry for that.
but i definitely think that in the explanation the "to" is missing
