I'm not quite sure what your teacher wants, but I might begin a reworded sentence with the word "If".

I'd begin that one with "were" or "should".

This also works ... The prime minister caught personally involved in scandal, would be disastrous.

For me:

Were the prime minister to be caught being involved in this scandal, it would be disastrous.
Should the prime minister be caught being involved in this scandal, it would be disastrous.
