Hi Sitifan

If you are referring to cars that are parked at the side of the street, or cars that are moving down/along the street (i.e. normal driving), then I would use "on".

If a lot of cars were parked in the middle of the street for some reason, then I would use "in".

Just for information - British would tend towards "on the road" and "in the street"

There were many cars on the road today, that is why I was late.

Parking here is terrible. There are always so many cars parked in this street.
