There is no difference between 'at/on the tip of my tongue'; they are merely two variants of the idiom. 'Tip of my brain' is not an English idiom. This question needs repair. I'll see if I can do that now.

Yes, the answer is tongue and that will be fixed right away.
As far as your other question Pravash, "tip of my tongue" is the right expression when you can't recall something. Tip of my brain is not the right common phrase. As far as I know, tip of my brain is not an idiom at all.
