There is probably no dictionary that contains the pronunciation of every possible proper name, but the American Heritage Dictionary has the pronunciation of both Devon and Seattle, including audio. http://www.bartleby.com/61/25/D0182500.html http://www.bartleby.com/61/70/S0197000.html
Another thing to keep in mind is that there is a river in England called "Thames", for example, and it is pronounced as if it were spelled "tems". However, there is also a Thames River near where I live, and it rhymes with James. :lol:
Many of the dictionaries you can find at onelook.com contain audio for the pronunciation of proper names.
