Can anyone tell me what this "All about the English language" folder/forum is all about. Why, if this is part of the definition "In this forum you can discuss any questions about the development of the English language itself and related cultural and sociolinguistics issues." does the question below not belong here?

In fact, why does such a question about the development of the language and variants belong in a folder/forum titled "TEFL, ESL, EFL and divergent views on teaching English"?

If anyone can enlighten me on this...
