There isn't much difference between 'answer' and 'respond' in this sentence. However, 'respond' requires the use of the preposition 'to', where 'answer' doesn't.
You can 'respond to' a question, or you can 'answer' a question.
Because the test question is written without the 'to' option, the only choice that will work in this case is (c) 'answer'. _________________ Plan to be spontaneous tomorrow.
