Correct answer: (a) it isn't

Candidate: Not to me, it can't be.

Why "isn't" when the previous statement was in past?

A very interesting point but 'wasn't' is not an option in the test. You could certainly make a case for using the past form but the clarity or clearness the speaker refers to IS still a problem as he speaks.
