Hi,

What's the name for the bit on top of ahot liquid such as soup or milk which hardens when the liquid cools? Is this a skin, a crust, or something different?

Yes, you need the word skin for this. Crust would be used for the hard bit on the outside of pie or bread. There's an old saying that if you eat your crusts, you will get curly hair on your head!
