I don't think I would use the word "when" the way you used it in your sentence. However, maybe if you told me what "it" means, I might change my mind. :lol:
(Something seems to be missing from your sentence.)

I might say something like this, for example:

- It is when drivers pay attention to things other than driving that accidents happen.

The meaning of "it is when" in my sentence is basically "it is at the time that".
