Hello everyone

I'd like to ask about the meaning of given in the following context:

While emphasis should be placed in attaining a balance between market development and welfare protection mechanisms, labour-sending countries might need to highlight market development without necessarily sacrificing protection mechanisms for its workers given the high costs involved in market development and research. Governments might have to assist the private sector in terms of sharing information regarding market conditions and job availability in various labour-receiving countries.

Does given mean "taking into account" and if yes, what's the meaning of "labour-sending countries might need to highlight market development without necessarily sacrificing protection mechanisms for its workers given the high costs involved in market development and research"?

I don't know what the writer is getting at-- it doesn't seem quite logical to me.

Given meaning is acknowledged as a supposition; "given the engine''s condition, it is a wonder that it started, having possession delivered or transferred without compensation.
Such as Granted; assumed; supposed to be known; set forth as a known quantity, relation, or premise.
