Here you need the Past Simple went and not have gone.

Can I change "last week" into "since last week"?? So the present perfect "have gone" can fix this sentence???
The sentence will be:
"Foreign ministers from the six countries involved have gone to the conference since last week."

Foreign ministers from the six countries involved went to the conference last week.

Correct entry: went
The error was: (b) have gone

You have found the error but your entry is incorrect.
your sentence:
Foreign ministers from the six countries involved had gone to the conference last week.

I am a bit confused. I agree that "went" can be used but I want to know why "had gone" cannot be used?
