Hello everyone

I'd like to ask about the meaning of "press their advantages" in the following context:

As can be readily seen and felt, many of the current instruments recommended as protection mechanisms for migrant workers have remained as concepts that read like a catalogue of wishes. These have generally been unable to press their advantages or make their influence felt.

Does "press their advantages" simply mean "to use their advantages"?

Hi Klpno,

I would say 'press' is more than simply 'use'. The suggestion here is that they can't make full use of, they can't exploit their advantages.
