Either of the first could be correct, depending on the meaning, and if you change "to" to "with." We could have communicated WITH you. (Or you could say "we could have communicated IT to you" meaning "we would have let you know about it.")
The first says you didn't find something out in a timely manner and thus missed the chance to communicate with the person. The second say you didn't know at all, and you were not timely in how you communicated with the person (although you did communicate with him eventually.)
The third, as two sentences, is not grammatical. |

Number 3 is not correct with a period/full stop in the IF-sentence.
It is not clear exactly what you want to say, but sentence 1 seems the best to me. However, it seems incomplete. So I would suggest something like this, for example:
“If we had known that earlier, we could have communicated it to you before we did.”

I am really glade to see your reply :D
So that means the 1st sentence is the most correct one and all what I need is to add comma after the world earlier.
