Is it true to say:
What is your jacket made of?
or
What is your jacket making of?

and another question:
The Open University aspires to reach the less fortunate people.
or
The open University clues to reach the less fortunate people?

another one:
Army has been defeated in Island in the last few days.
or
Army has been handcuffed in Island in the last few days.

Use "Open University" if that is the proper name of a specific university. Use "open university" to talk generally about a type of university.

I meant that we should use "aspires" or "clues"????

The word "aspires" can be used. The word "clues" doesn't make any sense to me:
- The Open University aspires to reach (the) less fortunate people.

I'm still not sure what you want to say in your second sentence. Does "Island" mean "Iceland"? I presume that "army" means a whole group of soldiers? The word "handcuffed" does not seem appropriate at all. I might suggest this:

- The army has suffered a number of defeats in Iceland in the last few days.

Army >> a whole group of soldiers
