Use "Open University" if that is the proper name of a specific university. Use "open university" to talk generally about a type of university.

The word "aspires" can be used. The word "clues" doesn't make any sense to me: - The Open University aspires to reach (the) less fortunate people.
I'm still not sure what you want to say in your second sentence. Does "Island" mean "Iceland"? I presume that "army" means a whole group of soldiers? The word "handcuffed" does not seem appropriate at all. I might suggest this:
- The army has suffered a number of defeats in Iceland in the last few days. . |
