I have seen many sentences using the noun ‘activity’ in the plural form as activities. However I don’t see people using any article for the noun itself. For example, see the following sentence. Here ‘activity’ is clearly defined by the following phrase, but there is no ‘the’ before ‘leasing activity’. What is the reason for this?

Leasing activity in central Tokyo picked up through the latter half of the quarter.

Even with uncountable nouns, shouldn't we use 'the' before them if they are specific?

Usually, yes. I cannot say 100%-- no rule seems to be 100% in English. Here, it is a sort of economic category:

Leasing activity in Tokyo picked up.
Garbage collection in Tokyo on Tuesday was sporadic.
