Chinese into English in an article about AIDS

the article is about the AIDs epidemic.
the context: quarantining will help no one. Most AIDS patients are too sick to be transmitting the virus. The virus is being spread largely by people who do not have AIDS but are affected with the HIV virus, and they may or may not even know it. quarantining would be totally futile.
Would mandatory testing help? can i use other words to mean mandatory?

I would suggest 'compulsory' as an alternative.
