I'd like to ask if I need to use "should" in the following sentence:

Annual Central Asian conferences organized under the aegis of an OSCE representative on Freedom of the Media recommend that libel and insult should be decriminalized.

Klpno, the word "recommend" implies "should" already...I don't think you need to use "should" here. It takes away from the sentence.
