Hello everyone

I'd like to ask which verb (commute or substitute) is more appropriate in the following sentence:

The Declaration оп Libel and Freedom of Information suggests that Defamation should be decriminalized and commuted to narrowly defined civil laws on defamation.

And does it make any difference when 'suggest' is replaced with "propose" in the sentence above?

Hi Klpno,

They both convey the idea of putting a new idea forward. 'Suggest' is probably more tentative/cautious and 'propose' is more formal and has a more serious purpose behind it.
