it's me again...sorry for the trouble..

"A woman has been arrested after two young children, including a seven-month old baby, were found home alone, police have said"

why not the below?

"A woman was arrested after two young children, including a seven-month old baby, were found home alone, police have said"

Hello Koalachan,

Both are possible. However, the present perfect can express a current connection between a past event and the present. This makes it quite common in news stories, where of course the writer wants to suggest that the news has current relevance.

A woman has been arrested = Someone (the police) has arrested a woman.
A file has been uploaded = Someone (dont know the exact name/or don't want to give the name/name is not important here) has uploaded the file.
woman is arrested = "State" of the woman. What happened to that woman.
